Why is my milk supply so low?

I only had my baby 2 weeks ago, but already my milk supply is minimal to the point of almost being obsolete. He refused to latch on so we are using bottle and i have been using a pump. I have been taking fenugreek and been pumping every hour, but i still cant get more than a half an ounce to one ounce if im lucky, and that with both combined. please help, i want to give my baby boy the best but my s aren't cooperating with me
