High Idle 1997 dodge neon?

Check for a vacuum leak around the throttle body and also check the TPS ( throttle position sender ) and IAC ( idle air control valve ). Sometimes you can remove the TPS and IAC and clean them if they are dirty from EGR deposits aculating on them. That aculation can give false readings if the build-up is really bad.
