Catching Bream without a boat?

Where is a good place in Sydney to go and catch bream for recreational fun purposes (i.e. not eating them but catching them for fun and throwing them back in the water) WITHOUT A BOAT. Fishing is a hobby that I have not been able to do for a while. To all those professional fisherman, do I really need a fisher's licence even if I don't "catch, taken home and feed". Fishing for fun ONLY! Thank you
